The segment accounts for only 5 per cent of French property sales by number, yet represents 17 per cent of total market value. Over ten years, the market has grown from €24 billion to €39.3 billion, a rise of more than 60 per cent.

Paris loses its crown, not its standing

As of 2025, Paris is no longer France’s leading prestige market. The capital has lost five points of market share over a decade, settling at 14 per cent, now overtaken by the Côte d’Azur and the Atlantic coast, each at 15 per cent. This shift reflects a search for space and quality of life that began with the pandemic, benefiting coastal areas and mountain resorts. Paris nonetheless retains a distinct place in the ultra-luxury segment, driven by a patrimonial and international clientele more attentive to rarity than to trends.

Western Paris, a safe haven within the safe haven

In the 16th arrondissement, Neuilly-sur-Seine, Boulogne-Billancourt, or around Trocadéro and La Muette, rarity is measured not in transaction volumes but in the nature of the properties themselves: family Haussmannian apartments, private mansions, penthouses with open views. This market does not always follow the same cycles as classic Parisian property. A high floor with no overlook, a garden hidden from the street, or a confidential address continue to attract buyers who are not purchasing square metres, but a way of living in Paris.

According to Sébastien Kuperfis, president of Junot, Paris retains its appeal, particularly in western Paris, where prices have adjusted by 10 to 20 per cent since their 2022 peak, a correction that gives the most determined buyers renewed room to negotiate.

An international clientele that has not left

Above €4 million, a significant share of Parisian transactions continues to be completed by foreign buyers, with strong North American representation. This international clientele remains attentive to the same criteria: quiet, security, proximity to leading schools, and recognised addresses in the 16th, the 17th or Neuilly. The recent sale of a discreet private mansion near the faubourg Saint-Germain, for around €25.8 million, was a reminder of Paris’s continued ability to attract major international fortunes for the rarest properties.

What this reshuffle means for owners in western Paris

For an owner in Neuilly-sur-Seine, the 17th arrondissement or Boulogne-Billancourt, this new geography of luxury is not a warning sign, but an invitation to precision.
