Wealth leaving Dubai: why Paris is on the shortlist

According to an investigation published by GEO on 21 May 2026, relocation enquiries have risen by more than 40% among wealthy residents of the United Arab Emirates, according to Dominic Volek of Henley & Partners, quoted by The Economist. More than 35 countries are already competing for this mobile clientele, says Jean-François Harvey of Harvey Law Group.

Behind the figures lies a quiet redrawing of the map of global wealth. Milan and Singapore are capturing the first flows. Paris, more discreetly, has entered the conversation. We see it every week on the ground, in the 16th arrondissement and in Neuilly-sur-Seine.

Dubai: the end of a gilded chapter

Year-round sun, zero income tax, financial discretion. In the space of a few years, Dubai had built itself into a refuge for entrepreneurs, traders and wealthy families from around the world. The conflict with Iran has altered how the city is perceived. Even when intercepted, the threat of missiles and drones has left a lasting sense of unease.

Many departures intended as temporary are becoming permanent. Some expatriates flew to Europe or the United States on the last available flights, while others drove to Oman to board from there. The question is no longer whether to leave, but where to settle.

Milan and Singapore: the new map of mobile wealth

Milan stands out as one of the main beneficiaries, drawing those who want to preserve their European business networks and quality of life. Singapore reassures through its stability and the rigour of its financial framework, with new client enquiries up by a third in two months according to lawyer Ryan Lin.

Within the Sotheby’s International Realty network, Diletta Giorgolo reports a sharp rise in buyers and tenants arriving from the Gulf in Italy. Their intentions have changed in a matter of months.

« Long-term settlement and long-term investment. » This is how Diletta Giorgolo of Sotheby’s International Realty now describes the plans of a clientele that initially sought short-term rentals.

Paris: the discreet destination for wealth on the move

Paris does not always top the relocation rankings. On the ground, the picture is clearer. Our offices have recorded a marked increase in viewings from Gulf-based clients over recent weeks. The Lebanese community of the Gulf, long established in Dubai and with deep ties to Paris, is particularly active in these searches.

Our reading is straightforward. Even if tensions ease in the Gulf, some of these families will not reverse their decision. Europe and the United States will durably absorb a share of this wealth. In this new geography, Paris holds an advantage few cities can claim: the lasting value of an address, its ability to hold through cycles and to pass from one generation to the next.

What these buyers are looking for in the 16th arrondissement and Neuilly-sur-Seine

The enquiries we receive paint a precise picture. A family apartment of standing, often Haussmann-era, on a high floor, with unobstructed views and generous reception rooms. Searches in the 16th arrondissement focus on Trocadéro, Victor Hugo, La Muette and Passy. In Neuilly-sur-Seine, the streets around Mairie de Neuilly and Les Sablons appeal to families seeking residential calm and proximity to the most sought-after schools in western Paris.

These buyers are not chasing an opportunistic placement. They are looking for an anchor. An address where the family can settle, children can be schooled, and part of the estate can rest in a tangible, liquid and transferable asset.

Prime property valuation in the 16th arrondissement and Neuilly-sur-Seine

This new demand is shifting the balance on quality family properties, particularly those with a high floor, open views or outdoor space. For owners, the timing is right to understand the true value of their property. The teams at Paris Ouest Sotheby’s International Realty invite you to request a confidential valuation of your property, grounded in street-level knowledge of each micro-market. FAQ – Dubai departures and prime Paris real estate

Are the wealthy really leaving Dubai?

Yes. Relocation enquiries have risen by more than 40% among UAE residents, according to Henley & Partners, quoted by GEO in May 2026. More than 35 countries are competing for this clientele. Some departures, initially seen as temporary, are becoming permanent.

Why is Paris attracting this wealth on the move?

Paris combines long-term asset stability, market depth and quality of life. A family apartment in the 16th arrondissement or in Neuilly-sur-Seine holds through cycles and passes between generations. For French-speaking families from the Gulf, the city also offers an immediate cultural and educational anchor.

Which Paris districts are Gulf-based buyers searching in?

Searches concentrate on Trocadéro, Victor Hugo, La Muette and Passy in the 16th arrondissement, and on Neuilly-sur-Seine around Mairie de Neuilly and Les Sablons. These areas combine high floors, unobstructed views, residential calm and proximity to leading schools.

What kind of properties are most in demand?

The Haussmann family apartment leads the field: high floor, open views, fine reception rooms, three or four bedrooms. Properties with a continuous balcony, herringbone parquet flooring and elegant common areas stand out. Confidential properties typically circulate through specialised networks, including Sotheby’s International Realty, present in 86 countries.

Who are these buyers arriving from Dubai?

Entrepreneurs, executives and wealthy families based in the Emirates. The Lebanese community of the Gulf, with longstanding ties to Paris, has been particularly visible in recent viewings. Their plans go beyond investment: the aim is to settle the family for good.

How can I get a property valued in the 16th arrondissement or Neuilly-sur-Seine?

A valuation rests on the address, the floor, the view, the condition and any outdoor space. Working with a locally-rooted brokerage such as Paris Ouest Sotheby’s International Realty provides a confidential, complimentary street-by-street assessment.
